NASA-Commissioned Report on Legal Regimes to Govern Helium-3 Lunar Mining

The connection between lunar helium-3 and the world thermonuclear fusion program was first made in 1985.  Having done sufficient feasibility assessments to conclude that the commercialization of the technology required to extract He-3 from the Moon was worth pursuing, NASA commissioned this report on how to construct a legal regime that would guarantee investors property rights in lunar energy.  It explores the feasibility of returning to the Moon Agreement, as well as other options that might fairly both incentivize investments in lunar mining and protect the interests of nations that are not yet space powers capable of competing for celestial resources.
